Environmental Specialist I (Solid Waste & Recycling)

The City of Oceanside is accepting applications for Environmental Specialist I (Solid Waste and Recycling). There are currently two vacancies in the Solid Waste and Recycling section of the Water Utilities Department.

This position works amongst a team which performs a variety of professional, field, administrative, and analytical work related to policy and program development for the City's zero waste, recycling and sustainability program.  Job functions may include, but are not limited to: developing and assisting in implementing public awareness and community engagement campaigns; supporting school focused sustainability education and green business development programs; serving as a City liaison with community groups, stakeholders, and internal committees; analyzing data, policies, legislation, and regulations and their impacts to the City's Municipal Code, Zero Waste Strategic Management Plan, and Waste Management Solid Waste Franchise Agreement; conducting waste audits; assisting in contract management to ensure compliance with state regulations; responding to inquiries from the public; and assisting in preparing and administering grant funds.

As an Environmental Specialist I in the City's Solid Waste and Recycling section, this individual will be able to participate in and influence the City of Oceanside's Zero Waste, Green Oceanside and overall sustainability goals.  Through the City's commitment for Zero Waste, the City has adopted dozens of policies, programs, and services to help meet the goal of 75% to 90% diversion by 2020. Over the past decade, the City of Oceanside has been a leader in innovative community supported environmental policy, outreach, and infrastructure. Through the City's Green Oceanside campaign, the City has been at the forefront of legislative initiatives that are changing the face of water conservation, clean water, energy conservation, zero waste, climate action, and sustainability.  

Minimum Qualifications

Experience:  Two years of experience in environmental science, environmental policy, resource management, physical science, engineering, or a related field. At least one year of experience with water quality testing and working with storm water management or solid waste and recycling management and regulations and ecosystems improvements, or other related environmental regulations, is highly desirable. 

Training: Graduation from an accredited college or university with a Bachelor's degree or higher, with major coursework in environmental investigations, preferably in the area of biology, engineering, civil and/or environmental engineering, environmental science, environmental policy, resource management, or a related field.

License: Possession of, or ability to obtain, an appropriate, valid California driver's license.
