Salary: $19.78 (all new hires begin at starting salary regardless of experience)

Benefits: $175 monthly towards health, dental, vision, voluntary or HRA; 403b Retirement Plan with a match of up to 2% based on years of service; vacation â initially 9.33 hours per month; after three years 12.25 hours per month; sick â 7 hours per month

General Description: Payroll Specialist performs payroll accounting and administrative duties including setting up payroll account codes, processing payroll, setting up voluntary deductions, processing and auditing payroll, auditing payroll reports and resolving payroll issues. Responsible for creating and maintaining employee accounts including security roles in payroll software. Payroll Specialist is supervised by HR Director and works closely with Fiscal team.

Essential Functions

Communication:
ï­ Provides responsive, high quality service to staff by providing accurate, complete and up to date information, in a courteous, efficient and timely manner

Agency Leadership:
ï­ Identify and follow policies and procedures for the role assigned

Job Complexity:
ï­ Regular maintenance of system validation tables, access permissions and security management
ï­ Work with and provide regular support to Fiscal team
ï­ Manage and configure Time & Attendance system ensuring proper mapping, staff access, and allocations
are accurate
ï­ Processes regular and supplemental semi-monthly payroll for staff; performs complex payroll calculations;
verifies information from relevant forms; audits, corrects and balances payroll and a variety of reports
ï­ Develop in depth understanding of payroll system to be able to create Ad-Hoc reports on demand
ï­ Researches, analyzes and resolves payroll-related issues or questions
ï­ Enters and reconciles all payroll deductions including benefits, garnishments, retirement, etc.
ï­ Serves as back up for processing and entering new hires into ADP

Accountability:
ï­ Responsible for the integrity of the payroll system in processing and reconciling payroll
ï­ Ensure payroll practices are in compliance with federal, state and local regulations
ï­ Responsible for managing garnishments in accordance with regulations
ï­ Develop and maintain current payroll policies and procedures
ï­ Process staff changes in HRIS, Payroll and Time & Attendance systems
ï­ Track and maintain benefit re-payment system for missed payroll deductions
ï­ Manage HRIS policy assignments, accrual balances and code configuration
ï­ Prepare payroll reports for agency audits including fiscal, workers comp, health and retirement
ï­ Assist staff in registering for or resetting access to online portal as requested

Decision Making:
ï­ Judgments and decisions are guided by Harmonium and program policies and guidelines

Staff Supervision:
ï­ Ordinarily, no supervisory responsibility except exceptional seasonal or occasional project based work

Minimum Competencies:
ï­ Bachelorâs degree in accounting, finance, human resources or equivalent 4 years payroll related experience
ï­ General knowledge of federal, state and local payroll regulations
ï­ Some previous human resources and customer service experience desirable
ï­ Must be detail oriented and able to meet tight timelines
ï­ Excellent communication skills, critical thinking, time management and active listening
ï­ Knowledge of configuring and administrating HRIS, time attendance system and other HR related programs
ï­ Ability to develop complex spreadsheets and reports
ï­ Highly self-motivated and shows initiative in executing successful completion of projects within required
timelines
ï­ Be able to maintain a high level of confidentiality
ï­ Be able to maintain positive, supportive and professional approach with all employees
ï­Â Valid TB results required
ï­Â Must receive Fingerprint Clearance upon hire (paid by Harmonium)
